Mr. Blass graduated cum laude from Lafayette College in 1973. He earned his law degree in 1978 from Albany Law School of Union University, where he was named to the Albany Law Review. He joined VanDeWater and VanDeWater in 1980 after completing a judicial clerkship with Hon. Joseph D. Quinn, Jr. of the Supreme Court of the State of New York .
Through counseling of several local governments experiencing development pressure, he has acquired an outstanding skill in handling complex municipal issues including public-private cooperative infrastructure ventures, affordable housing initiatives, alternatives to suburban sprawl, and the drafting of innovative land use legislation.
Mr. Blass is the partner in charge of Van DeWater and Van DeWater’s longstanding representation of the Town of Fishkill and the Town of LaGrange in Dutchess County , New York. He represents several other municipal entities, and he provides legal assistance to private sector developers.
